WASHINGTON (AP) ? Senate leaders have reversed course and decided to stage showdown votes on rival Democratic and Republican plans for extending broad tax cuts next year that will otherwise expire in January.
The Senate planned to hold back to back roll calls later Wednesday, with each bill requiring just a simple majority for passage. Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes for it to prevail ? a number Democrats would not be able to reach.
There are 51 Democrats and two independents who usually support them. A defeat of the Democratic bill would be an embarrassment to party leaders.
There are 47 Republicans in the Senate, and their measure seems certain to fail.

KENANSVILLE ? A type of sparrow that lives only in Florida has mysteriously plunged in number so dramatically that scientists fear it will vanish forever well before the end of this decade.
Florida grasshopper sparrows, which inhabit grasslands in the state's interior south of Orlando, have been listed as endangered for the past 26 years. But the furtive birds have all but disappeared in recent years from one of their last three prairie refuges and, in what has become a wildlife emergency, may now total fewer than 200 in just two counties, Osceola and Okeechobee.
The sparrows' extinction would likely be the nation's first loss of a bird since the late 1980s, according to the Cornell Lab of Ornithology. That's when the dusky seaside sparrow, also a Florida native, slipped out of existence. The threat of losing another bird unique to Florida alarms scientists, who also worry that the grasshopper sparrow's rapid decline might be symptomatic of profound problems with the state's dwindling prairie environment.
"This seems to be the most highly imperiled bird in all of mainland North America," said Reed Noss, a biology professor at the University of Central Florida. "At the present rate of decline, it's going to be extinct in as few as three years and, unbelievably, we don't know why."
The small bird is firmly adapted to giant expanses of "dry prairie." Florida had more than 1.2 million acres of that treeless terrain, but 90 percent of it was turned into inhospitable cattle pasture by the end of the 20th century.
The bit that still remains constitutes one the state's last, old-growth landscapes, an ecosystem carpeted with an astounding variety of grasses and flowering plants; pasture, in contrast, is often dominated by planted Bahia grass.
Scientists have no doubt that the extensive loss of habitat caused most of the bird's decline. As for what's behind the recent population dive, they think invading fire ants are eating chicks and increasingly variable weather is flooding more nests. They also suspect disease and loss of genetic diversity.
The reason could also be all of the above, Noss said, with the various factors acting together in what scientists call an "extinction vortex."
The bird, a subspecies of grasshopper sparrows, eats grasshoppers and sings like one, with a "tick, tick, buzz." It also runs ? hidden by dry-prairie grasses ? as much or more than it flies, bedeviling researchers' attempts to learn more about it.
Sparrow advocates and researchers, including those at Audubon of Florida, Archbold Biological Station and government agencies, think it's likely that some sparrows will have to be captured and bred in captivity to prevent them from disappearing altogether.
Such a possibility is hauntingly reminiscent of an earlier, shameful chapter in the history of Florida's environment, when the dusky seaside sparrow of east Central Florida was all but annihilated by mosquito eradication in marshes surrounding Kennedy Space Center.
A frantic effort to net the last of those birds for captive breeding in the 1980s had a tragic ending; only males were found, and attempts to have them mate with a related subspecies failed.
The Florida Grasshopper Sparrow Working Group was formed by land managers and biologists in 2002 to support a recovery plan that envisioned establishing 10 populations of at least 50 birds each. Instead, the group would find that the population at the vast Avon Park Air Force Range in Polk and Highlands counties ? one of the bird's last three refuges ? was on its way to winking out.
Gregory Schrott, an Archbold Biological Station scientist and a past chairman of the working group, said the trend at the Air Force training property, where he researches imperiled birds, was disturbing enough. Even more alarming to him is that the birds are now disappearing from the two conservation properties where managers are going all out to support their survival: Three Lakes Wildlife Management Area in Osceola County and Kissimmee Prairie Preserve State Park in Okeechobee County.
"We know from our experience here at Avon Park that the population can go very quickly. It went from an estimated few hundred birds to less than 20 birds in four or five years ? before anybody really knew what was happening," Schrott said. "It's scary to think that could be happening in one or both of those other populations."
The prairie at Three Lakes Wildlife Management Area is so expansive that visitors say it's easy to imagine the far horizon bending with the curve of the Earth. Biologist Tina Hannon of the state Fish and Wildlife Conservation Commission said visitors also ask, in all innocence, "What did you do with the trees?"

ScienceDaily (July 13, 2012) ? University of North Carolina scientists have uncovered a new strategy that may one day help people with cystic fibrosis and chronic obstructive pulmonary disorder better clear the thick and sticky mucus that clogs their lungs and leads to life-threatening infections.
In a new report appearing online in The FASEB Journal, researchers show that the "SPLUNC1" protein and its derivative peptides may be able to help thin this thick mucus by affecting the epithelial sodium channel (ENaC). Not only does this research have implications for cystic fibrosis and COPD, but it also enhances the understanding of hypertension due to the role it also plays in controlling blood pressure.
"We hope that this study will pave the way for a new class of peptide-based channel inhibitors that can help reverse the mucus dehydration seen in Cystic Fibrosis and COPD," said Robert Tarran, Ph.D., a researcher involved in the work from the Cystic Fibrosis/Pulmonary Research and Treatment Center at the University of North Carolina in Chapel Hill. "This would help restore mucus clearance and kick-start the lung's ability to clear unwanted pathogens."
To identify which part of SPLUNC1 actually affects ENaC, scientists eliminated parts of the protein until it lost function. In fact, even after the eliminating 85 percent of SPLUNC1, it still affected ENaC, suggesting that the ENaC inhibitory domain was in the remaining 15 percent. Researchers then synthesized an 18-amino acid peptide of this region and tested its ability to bind to ENaC and to inhibit fluid absorption in human bronchial epithelial cells derived from people with and without cystic fibrosis. This peptide inhibited ENaC and fluid absorption in all systems tested, without affecting structurally-related ion channels. They also found that ENaC activity was affected for more than 24 hours in cystic fibrosis airway cultures, suggesting that this peptide may be therapeutically beneficial for the treatment of cystic fibrosis patients who suffer from over-active ENaC and consequentially have too little lung fluid.
"Breathing is something most healthy people take for granted." said Gerald Weissmann, M.D., Editor-in-Chief of The FASEB Journal. "However, people with cystic fibrosis and COPD battle for every breath because sticky mucus plugs their airways. This research should give scientists a new way of clearing the air for people with cystic fibrosis and COPD."

Brazil and Japan have signed a technical cooperation agreement to raise funds to develop agri industry in the Nacala Corridor, in Mozambique.
The project, known as Pro-Savana, will involve the exchange of technical knowledge between Brazil and Japan to promote agriculture in Mozambique.
The investment fund, which is known as Fundo Nacala, is presented by the Get?lio Vargas Foundation (FGV). The first phase of the project will involve $1bn investment each from Brazil and Japan. The project will focus on securing funding from the private sector.
FGV Projects director Cesar Cunha Campos said the fund would benefit ten million Mozambicans by supporting families as well as medium-sized and large agricultural projects.
The Nacala Corridor contains about 14 million hectares of farming land. This project is similar to the initiative that was undertaken in Brazil in the 1970s to improve the productivity of the Cerrado region.

KANSAS CITY, Mo. (AP) ? Melky Cabrera, Pablo Sandoval and Matt Cain helped the National League to a Giant blowout in the All-Star game.
After all the talk about AL dominance during an offseason when Albert Pujols and Prince Fielder switched leagues, the NL romped to an 8-0 victory over the American League on Tuesday night.
The World Series will start in the city of the NL champion for the third straight year.
"It's a nice edge," the NL's Tony La Russa said after his final game as a manager.
Flashing their bright orange spikes and booming bats, the San Francisco sluggers keyed a five-run blitz against Justin Verlander in the first inning.
Cabrera homered and won the MVP award in the ballpark where he played last season, and Cain got the win in the NL's most-lopsided All-Star victory.
"I didn't come to win an MVP. That's just a surprise," the former Royals outfielder said, his mother and grandmother next to him.
"The same opportunity that Kansas City gave me last year is the same opportunity that San Francisco is giving me every day to showcase my talent."
Chipper Jones singled in his final All-Star at-bat at age 40. Ryan Braun, an All-Star again after his drug suspension was overturned last winter, doubled, tripled and made a fine catch in the outfield to help give the NL its first three-game winning streak in two decades.
Teen sensation Bryce Harper had a shaky All-Star debut with a walk, strikeout and missed catch. Fellow rookie Mike Trout, only 20, showed off his dynamic skills.
Cain combined with Stephen Strasburg, R.A. Dickey, Aroldis Chapman and the rest of a lights-out staff on a six-hitter.
The game was pretty much decided a few moments after it started.
Sandoval hit the first bases-loaded triple in All-Star history off Verlander, who couldn't control his 100 mph heat. Cabrera singled and scored the first run, then hit a two-run homer against Matt Harrison in a three-run fourth.
"I don't get many triples," said the slow-footed Sandoval, known as Kung Fu Panda. "We had some fun with that in the dugout."
San Francisco fans, who made a late voting push to elect Sandoval and Cabrera to starting spots, might really appreciate the victory come October. The Giants are a half-game behind the first-place Dodgers in the NL West.
Rafael Furcal also hit a three-bagger, making the NL the first league with three in an All-Star game.
As the All-Stars returned to Kansas City for the first time since 1973, La Russa bid farewell to the national stage in the city where he played for his first major league team.
Having retired after managing St. Louis to last year's World Series title, La Russa became just the fourth inactive manager to skipper an All-Star team and improved to 4-2.
"Just lucky, like I've been 30 years," La Russa said.
The NL boosted its advantage to 43-38-2 and won for just the third time in the 10 years the All-Star game has been used to determine home-field advantage in the World Series. La Russa's Cardinals benefited from last year's NL All-Star victory, with St. Louis winning Games 6 and 7 at home against Ron Washington's Texas Rangers.
"It's very disappointing, because we're competitors and we want to win," said Washington, who lost for the second straight year. "They came out. They swung the bats. Once they got the lead, started bringing those arms in their hand, and they got the job done."
Jones, retiring at the end of the season, also had one last All-Star moment, pinch hitting in the sixth and singling just past second baseman Ian Kinsler and into right field. Jones chuckled as the ball rolled through.
La Russa asked Jones to address the team before the game and the Atlanta third baseman told players: "Whether you're 19 or 40, we are all equals here."
"I am not going out losing my last one. So, you with me?" he added.
At 19 the youngest position player in All-Star history, Harper had a shaky start when he entered in the fifth. The heralded rookie, wearing shiny gold shoes, didn't flash a Gold Glove and lost Mike Napoli's routine fly to left in the lights, allowing it to drop behind him for a single.
Harper then caught Kinsler's bases-loaded flyball to end the inning, earning applause from the crowd of 40,933 at Kauffman Stadium, spruced up by a $250 million renovation that was completed three years ago.
Harper tagged up on a long fly after his walk in the fifth, but got himself hung up in a rundown and tagged out.
Trout, among a record five All-Star rookies, had a nice showing against two very different pitchers. The Angels outfielder singled and stole a base against Dickey's knuckleball, then drew a walk against Chapman and his 101 mph heat.
"I'm going to remember this the rest of my life," Trout said.
Cain pitched the 22nd perfect game in big league history last month. He didn't have to be perfect in this one, allowing one hit in two innings for the win.
"For those guys to go out and score five runs in the first inning was definitely a little more relaxing for me," he said. "But I still tried to stay focused."
Cain was followed by 10 relievers, with Jonathan Papelbon getting the last out with a runner on third base.
Verlander had a puzzling outing. In games that count, he hasn't allowed five runs in an inning since April 2010, according to STATS LLC. He became the first All-Star to give up a five-spot since Houston's Roger Clemens in front of his hometown fans in 2004.
"I know this game means something and you don't want to give up runs, but we're here for the fans," Verlander said. "I know the fans don't want to see me throw 90 and try to hit the corners."
In a 35-pitch inning, he threw five pitches clocked at 100 mph and another at 101.
"Hitting 100 in the first inning? Normally you see the guy throw 93, 94 in the first and then hit 100 in the eighth. We saw him hit 101," Yankees second baseman Robinson Cano said. "The funniest part was Fielder said to him, 'Hit 101' and the next pitch he hit 101. Is it that easy?"
La Russa, usually serious and tense after games, was playful after his finale, chanting "Mel-ky! Mel-ky! Mel-ky!" as the MVP walked to the podium.
"If you're trying to win one game, there's not a better manager out there," Braun said. "It's only fitting that he went out with a win."

Earlier this year, Jason Citron announced his new gaming company Phoenix Guild with a goal to bring the core gaming experience to tablet devices. As a gamer himself, he started young with the NES, he wants to mature the gaming ecosystem we currently see on the iPad.

The annual report, which examines a wide variety of climatic and weather data from around the world, saw a number of worrying trends continue from previous years and, along with a separate study, established connections between?extreme weather events in 2011?and both a warming climate and a persistent La Ni?a pattern.
The researchers who contributed to the studies said that 2011 wasn't a one-off year for weird weather, instead it is what we are likely to see more of in a warming world.
The first report noted that the total area of the?Arctic Ocean covered by sea ice?in both the summer and winter was the second smallest on record; the area covered by ice has been below historical averages since 2001.
Concentrations of greenhouse gases like carbon dioxide, nitrous oxide and methane continued to rise, according to the report, which was produced by hundreds of scientists from around the world and published online today in the Bulletin of the American Meteorological Society. Warming in the Arctic was especially pronounced, and the area is warming about twice as fast as areas closer to the equator, the report found. On the other side of the Earth, the South Pole station recorded its all-time highest temperature of 9.9 degrees Fahrenheit (minus 12 degrees Celsius) on Dec. 25, breaking the previous record by more than 2 degrees F (1 degree C). Levels of Arctic ozone, which block UV rays, dipped to their lowest since records began in 1979.
The report also examined the year's extreme weather. Part of the weirdness arose from back-to-back cool spells in the Pacific Ocean, called La Ni?a episodes. La Ni?a, Spanish for "the girl," is a cyclical system of trade winds that cools the waters of the equatorial Pacific (El Ni?o is La Ni?a's warm-water counterpart).
La Ni?a helped drive heavy snowfall in the northern United States in early 2011, historic droughts in the southern United States in summer and an?above average Atlantic hurricane season. It also played a role in record flooding in South America and Australia, which killed thousands of people, as well as a drought in east Africa that affected millions, said Thomas Karl, director of NOAA's National Climatic Data Center, in a teleconference.
